which countries require vaccinations to comply with the federal health laws and some require more private-sector programs to take up such exemptions, they have had to resort to these same exemptions. Indeed, the government, in particular, has allowed these states to continue operating with the federal exemption programs. In contrast, this has not resulted in an effective vaccine control system in Europe and North America. In this respect, Europe and North America are among the most vulnerable countries in the world.
There is more work to be done. Indeed, there is a need in the United States for increased federal involvement in protecting our children through federal programs, including through direct medical immunization. That is exactly what Congress has done in doing so. Congress has enacted several initiatives, beginning in 2001, expanding federal funding for vaccine coverage through the Vaccine Injury Compensation Program, and also increasing vaccines and immunization programs through grants and grants for the development and testation of vaccine-associated diseases in schools. These changes have resulted in the most successful vaccination programs in history and, in some cases, have resulted in substantially fewer cases of the most serious diseases in children than in most other countries.
Finally, we need comprehensive federal and state legislation to make this the most effective way to defend children from pertussis. There are several different approaches that Congress has adopted.
